The 78th legislative session produced a rider that provided an opportunity for El Paso mental health patients, it permitted the Texas Department of Mental Health and Mental Retardation (TDMHMR) now the Texas Department of State Health Services and The Texas Department of Aging and Disability Services to develop a pilot project in El Paso. The result of the pilot was the creation of a not for profit subsidiary 501(a) of El Paso Mental Health and Mental Retardation (EPMHMR), called Sun City Behavioral Health Care (Sun City).
Since its creation, Sun City assembled a Provider Network approved by the Health and Human Services Commission (HHSC) comprised of providers located throughout El Paso to ensure convenience of access. The development of this Network has given the patients many choices for mental health and substance abuse services. Policy changes and revenue reductions in fiscal year 2004 produced a very complex environment for El Paso Mental Health and Mental Retardation (EPMHMR) thus Sun City created an avenue to continue serving mentally ill patients. All excess revenues over expenditures generated by Sun City initiatives are utilized to maintain service levels uninsured adults, children, and families.
Sun City is governed by a Board of Trustees comprised of Physicians specializing in adult and child psychiatry.
